Assam Chief Minister Dr. Himanta Biswa Sarma told the Assembly on Saturday, the last day of the winter session, that 8,894 criminal cases were registered in the state in the last eleven months. He was responding to an unstarred question from AGP MLA Ramendra Narayan Kalita.
Sarma, who also holds the Home portfolio, said that from January to November 2025, the state recorded 5,251 cases of theft, 64 cases of robbery, 732 cases of murder, 219 cases of dacoity, 2,567 cases of kidnapping, 56 cases of dowry, and 5 cases of witch-hunting.
While theft and kidnapping remain the most reported crimes, specific categories like murder and robbery have seen a decline compared to the same period in 2024. Responding to Kalita’s questions on drug-related crimes, the Chief Minister said that from 2021 to November 2025, the police arrested 6,265 drug users and 15,543 drug suppliers, and two people died in police encounters.

He said the government has intensified its efforts through scientific methods, such as launching the Drug-Free Assam app, special training for investigating officers, creating an anti-narcotics task force, and conducting large-scale awareness campaigns in educational institutions. On child marriage, Sarma said a total of 7,765 people were arrested across Assam between 2014 and November 19, 2025.
He stated that cybercrime is on the rise, and 18,315 people have been arrested in the past 11 years. These arrests include those related to circulation of obscene material, child pornography, ATM fraud, identity theft, fake KYC documents, and related scams. To curb this rise, the government has implemented measures such as the National Helpline 1930, the National Cyber Security Policy, the National Cybercrime Coordination Center, and CERT-In, as well as campaigns to raise awareness across the state.
Elaborating on crime trends in Guwahati, the Chief Minister said that 1,583 criminal incidents were reported in the city alone in the first 11 months of 2025. Of these, thefts topped the list at 1,208, followed by kidnappings at 206. The city also recorded 102 incidents of robbery, 59 murders, 6 robberies, 2 dowry-related cases, and no cases of witch-hunting. Comparative data presented to the Assembly shows that while crime in Guwahati has fluctuated over the past decade, with theft and kidnapping being the most common, several other crime categories, such as robbery and dowry, have seen a significant decline since 2021.
