The ruling Bharatiya Janata Party (BJP) on Tuesday unveiled its manifesto for the upcoming Assam Assembly elections, promising to implement the Uniform Civil Code (UCC) within three months if it returns to power. The manifesto, titled the ‘Sankalp Patra’, was released by Union Finance Minister Nirmala Sitharaman in the presence of Assam Chief Minister Himanta Biswa Sarma. The document outlines 31 key commitments aimed at governance, development, and social policy reforms, reflecting the party’s vision for the state over the next term.
Key Promises on Law, Land Rights, and Cultural Protection
Among the major pledges, the BJP announced its intent to implement the UCC while excluding Sixth Schedule and tribal areas, aiming to preserve the rights of ethnic communities. The party also promised to introduce strong legal measures to address issues such as ‘Love Jihad’ and ‘Land Jihad’. It further committed to enforcing the Immigrants (Expulsion from Assam) Act, 1950, to accelerate the identification and removal of illegal immigrants. Through its ‘Mission Basundhara’ initiative, the party pledged to free encroached land and ensure land rights for genuine citizens. Additionally, it vowed to reclaim land belonging to Satras, Namghars, Devalayas, and other places of worship to protect Assam’s cultural and religious heritage.

Economic Growth Plans, Jobs, and Infrastructure Expansion
The manifesto also focuses heavily on economic development and infrastructure expansion. The BJP promised an investment of ₹5 lakh crore to transform Assam into India’s Eastern Gateway, supported by the Asom Gati Shakti Master Plan for timely project execution. It announced the launch of the ‘Badh Mukt Assam Mission’ with an investment of over ₹18,000 crore to address flood-related challenges in the state. On employment, the party committed to providing 2 lakh government jobs and creating additional entrepreneurial opportunities through various schemes. It also proposed a “One District, One Medical College, One University, One Engineering College” model to strengthen higher education and healthcare infrastructure across Assam.
Welfare Schemes for Women, Tea Workers, and Election Outlook
The BJP’s manifesto includes enhanced welfare measures, particularly for women and marginalized communities. It proposed increasing monthly financial assistance under the Orunodoi scheme to ₹3,000 for women beneficiaries and aims to create 40 lakh ‘lakhpati baideos’ to empower women, especially those associated with self-help groups. For tea garden workers, the party pledged to raise daily wages to ₹500 over the next five years and provide housing facilities. Union Minister Nirmala Sitharaman stated that the manifesto reflects a decade of transformation in Assam under BJP governance, claiming that the Congress was unable to achieve similar progress in six decades. With elections scheduled for April 9 across 126 constituencies and counting set for May 4, the manifesto sets the tone for a high-stakes electoral battle as the BJP seeks a third consecutive term in the state.
