Assam is poised to receive a substantial financial boost in the upcoming fiscal year, with nearly Rs 50,000 crore allocated as its share of tax devolution for 2026-27. According to an official statement from the Union Ministry of Finance released on Monday, Rs 49,725 crore has been budgeted for Assam under tax devolution, while Rs 29,548 crore was provided as grants-in-aid for the previous fiscal year 2025-26. These figures reflect the Centre’s continued commitment to supporting Assam’s development through enhanced fiscal transfers and grants.
Sustained Fiscal Support Strengthens Centre-Assam Partnership
The Ministry highlighted that Assam’s central transfers have grown significantly under successive Union Budgets, with the state receiving around Rs 3.12 lakh crore through tax devolution and Rs 2.49 lakh crore as grants-in-aid since 2014. This steady flow of funds underlines a strengthened development partnership between the Centre and Assam. The 2026-27 Union Budget further boosts capital investment support, ensuring that Assam benefits from a continuous flow of resources through various channels, including tax devolution, grants, and flagship welfare schemes.
Special Assistance and Capital Investment Fuel Infrastructure Growth
A key component of the Centre’s support is the Special Assistance to States for Capital Expenditure (SASCI) scheme, which provides Assam with 50-year interest-free loans for infrastructure creation, beyond Finance Commission recommendations. Between FY 2020 and January 2026, Assam has received Rs 17,104 crore under SASCI, enabling significant infrastructure development across the state. This capital investment, combined with ongoing flagship schemes, has accelerated asset creation and improved socio-economic indicators in Assam.
Flagship Welfare Schemes Drive Inclusive Development in Assam
Alongside capital investments, flagship central schemes have brought extensive benefits to Assam’s population. As of January 2026, over 2.55 crore Jan Dhan accounts have enhanced financial inclusion in the state. Social security coverage has expanded, with 58 lakh enrollments under PM Jeevan Jyoti Bima Yojana, 1.45 crore under PM Suraksha Bima Yojana, and 2 crore subscribers to Atal Pension Yojana. Entrepreneurial growth has been supported through PM Mudra Yojana, disbursing loans totaling Rs 74,884 crore. Public health, sanitation, and basic amenities have also seen significant progress with millions of households gaining access to toilets, tap water connections, LPG connections, and health insurance via Ayushman Bharat. Food and farmer welfare have been strengthened under PM Garib Kalyan Anna Yojana and PM-KISAN, respectively. These combined efforts underscore the Union Budget’s focus on inclusive, long-term development for Assam aligned with the vision of a “Viksit Bharat.”
