Assam has now become the country’s fastest-growing state economy. Chief Minister Himanta Biswa Sarma, presenting a comprehensive report on the state’s progress across various sectors, stated that Assam’s economy grew at a rate of 45 percent between 2020 and 2025, significantly higher than the national average of 29 percent. Citing Reserve Bank of India data, he said the state’s economy has grown to approximately ₹7.41 lakh crore, up from around ₹4 lakh crore in 2020. The Chief Minister also highlighted a 54 percent increase in per capita income, rising from ₹1,03,371 in 2021 to ₹1,69,185 in 2025. He emphasized that Assam is steadily progressing towards becoming a ‘developed’ state.

Crime Control and Improved Law and Order

Significant improvements have also been made in policing and the judicial system in Assam. The Chief Minister stated that Assam is the first state in the country to implement the three new criminal laws. There has been a remarkable reduction in crime reporting; approximately 1.33 lakh complaints were registered in 2021, while this year the number has dropped to 43,748. The investigation process has also improved; the charge-sheeting rate has reached 81 percent, meaning 81 out of every 100 cases are now reaching the courts. The conviction rate has increased from 6 percent in 2021 to 26.38 percent, nearing the national average of 35 percent. Furthermore, the anti-drug campaign has resulted in the seizure of drugs worth approximately ₹2,900 crore over the past five years, and nearly 2,000 foreign nationals have been deported.

Milestones in Infrastructure and Connectivity

Several major infrastructure projects are underway in Assam. Following the Dhola-Sadiya and Bogibeel bridges, four new bridges are being constructed over the Brahmaputra River, including the Guwahati–North Guwahati, Jorhat–Majuli, Palasbari–Sualkuchi, and Dhubri–Phulbari bridges. The Guwahati–North Guwahati bridge is expected to open by February 2026, while the remaining bridges will be completed by 2027. The Guwahati Ring Road project has also commenced. The Prime Minister has approved a 32-kilometer-long elevated wildlife corridor in Kaziranga, costing ₹6,957 crore. The Gohpur–Numaligarh underwater tunnel project, after the inclusion of a railway line, has seen its cost increase to approximately ₹20,000 crore. Upon completion, the distance between Kokrajhar and Gohpur will be reduced from 240 kilometers to 35 kilometers. Other major projects underway include the Guwahati Airport–Jalukbari elevated corridor, a 60-acre Aerocity, and the Kokrajhar–Gelephu project.

Achievements in Health, Energy, Education, and Investment

In the health sector, Assam is modernizing the Guwahati Medical College with an investment of ₹2,200 crore, supported by the Asian Development Bank. A new medical college will also be established in Bongaigaon this year. The Kopili hydroelectric project and 350 MW of solar power will be added to the grid. Prioritizing cancer care, 17 cancer hospitals are planned, of which 9 are already operational. A proton therapy machine will be installed in the state at a cost of ₹500 crore, a first for any Indian state government hospital.

Assam is also emerging as a significant investment destination. It has been recognized alongside Maharashtra and Andhra Pradesh at the World Economic Forum. Key investments include the ₹27,000 crore Tata Semiconductor project, the ₹28,000 crore Numaligarh Refinery expansion, and the ₹400 crore Northeast Gas Distribution project. In the employment sector, 1.46 lakh government jobs have been provided so far, and this number will soon cross 1.5 lakh. In addition, young people have been given the opportunity to start businesses without bank guarantees. Under welfare schemes, the number of Orunodoi beneficiaries has reached 38 lakh, schemes for women have benefited 32 lakh people, and 3 lakh people have received land rights under Mission Basundhara. A new educational financial assistance scheme, Babu Asomi, has also been launched.
