Assam Chief Minister Himanta Biswa Sarma on Thursday defended the decision to simplify the arms license process for indigenous communities in the state and conduct it through an online portal. The Chief Minister said that the Assamese people have to learn to live in changing circumstances and protect their existence. He said that this step is being taken with the aim of ensuring the safety of indigenous people especially in districts like Dhubri, Morigaon, Barpeta, Nagaon, South Salmara-Mankachar and Goalpara, where these communities are in minority and are facing potential threats.
Assamese people will get concession in license
The Chief Minister said that the state government will be lenient in issuing licenses to eligible indigenous persons living in those areas, so that they can get a sense of self-defense and confidence. He clarified that the purpose is not to arm the people, but to strengthen their personal security and confidence. This portal is likely to be launched in the first week of August 2025. After receiving the application, the license will be issued by the Deputy Commissioner of the concerned district after verification of all the documents.
Facility for remote and sensitive areas
The Chief Minister said that this move is for the convenience of those who live in remote and sensitive areas and face delays and troubles in the offline process. He said that just as the Seva Setu portal has simplified citizen services, this initiative will make the arms license process more transparent and accessible. This will allow applicants to apply online easily and there will be no need to visit offices again and again.
Offline process will also continue
Chief Minister Sarma also clarified that this is not a new scheme but a simplified and digital version of the already existing arms license process. He said that those who feel unsafe or whose area has insurgency or communal tensions can still apply offline by submitting physical documents through the district administration. “We are not eliminating the offline channel, but strengthening the online facility,” he reiterated. The Chief Minister’s move is being considered a strong step towards administrative reform and ensuring the safety of the Assamese community.
